Arbiters of Peace are generally Magister bodyguards - that one showed up for M22 means some Magister out there was really pissed at us (probably the same guy that lost an amp specialist and Shadow Walker on Heph, heh). Hiveworlds are almost certainly important enough to have a Magister, especially further away from the core of UWM territory where such a thing is more uncommon. So you probably have an Arbiter or two on the same planet as you, but unless you get wildly ambitious and attempt to claim the planet for ARM or assassinate the Magister or somesuch, you won't run into it.

Eh shes not a psychopath she is way too emotional for that she wouldn't feel so sad about her parents dying if she were one but the reason she would kill you being a child on a volcanic planet with unhinged people is not safe and your probably planning to murder her and eat her at least in her eyes

the local magister just so happened to murder her parents right in front of her among a pile of human corpses he was cannibalizing So yeah. The magister ate people killed her parents framed her for their deaths and all the other people hes killed and also said she was a cannibal yeah Abigail really really wants some revenge

Wow.  That's quite the revenge story.  Was the magister particularly deranged or was cannabalism a common practice on the planet?  Either way, she's got some great motivation.
