Shock implants. Steve, as far as I know, was in charge of all the HMRC and it's ships. Any inmates that didn't either leave or join ARM when the rebellion started and tried to continue their work are probably dead.

Yeah, go for it. Try not to get absorbed by Harry again. History has shown that it doesn't end well.
(Though I'd note that you probably should have fought, from a purely meta-game point of view. The Chief had a -1 to such confrontations, you probably would have won the pile)
