So how does this work do I buy an item and then modify it here? or do I design completely new items here? it it is the second one how do I buy it?

It's a VR program. You get the schematics for stuff and assemble more stuff. Then you can purchase the parts and manually assemble it. Or you can send it to Heph for Council approval.

The normal way is to go on missions. Sometimes people have odd jobs on the ship you can do for pay, or they'll let you test some alien whatsit and pay you if they think it's risky.
