Could  add the player controlled setting as a way for people who know they are going to be busy/semi-inactive to participate on missions to a lesser extent, essentially allowing others to control them while simultaneously increasing the ship's effectiveness. Not sure if it's worth the trouble though...

Yeah, sounds kinda weird to have a non-active player be controlled by other players to direct a strike, instead of just having them direct an npc.

Maybe an active player can sign up to be an airstrike pilot, like a reservist of sorts, and get about one third to a half of the airstrike's cost if it's called in.

Well, if the player doesn't bugger it up severely, I'd imagine. Or at least can prove it wasn't their fault that something went wrong.
