I cannot help but notice that as time passes on, we become more proficient at certain jobs (diplomacy, subtlety in general) while the original HMRC-like missions start going worse and worse.

Or is that just me?

It is but a shift of competence focus, I believe. With the Generals being focused on the traditionally more difficult (for HMRC) missions, like those requiring diplomacy, subtlety or common sense, 'easy' ones are left to the excitement of the 'Corpspeople. And then people have their Fun without too much regard for completing the mission the right and the boring way, etc.
That is why, I think, it would be better off if any and all missions were treated as difficult and worth the concern. And that means that the actual need for rank system with officer structure (and dedicated Mission Commanders assigned to each mission) is growing.
Time to get this whole business serious.

Reminds me of Harry Potter and the Methods of Rationality.  "While I have to admit I've rolled a few critical failures in my life, there's a bit of distance between that and missing a saving throw so hard that the Pioneer 11 probe gets caught in the blast radius."

Of course, it could just be closest survivor.

Some things to test on it;

What is its max range?
What happens if you aim beyond max range?
If you shoot it at something transparent (like a pane of glass) on which side do you end up?
What if you shoot it at a body of water?

What is brought with you?  How does it define the "user?"  An overshot brought what you were standing on- does an undershoot just send your arms?
