I dunno, it might have been a thing only in that specific server or that specific version. Or maybe it was just a thing the admins did. Never done it myself or even seen it done, except in vids.

If you search around in forums you can find some hints about how to do it, but there are no complete instructions to my knowledge. It requires a lot of cooperation and searching and planning (in the video I'm linking some guy screwed up a single step and the admins had to step in just so that an hour of work and months of work and preparation would not be wasted), but you can gather a lot of special objects, perform a ritual and end up summoning the SS13 server inside SS13, in the solarium. Figuring out how to do this requires a lot of effort, since you have to find a bunch of hidden hints.

The bad thing you can do is damage the server. Then the server "crashes", everything explodes and a special round begins where everything is very, very bad.

Supposedly, there's one or more good things you can do to "win", but they say it's one of those things that have never been done. If it has ever been done, I've found no recording of it. The following quote seems to corroborate this:

Hah, that's pretty neat. Very SS13 indeed. Though I wonder, shouldn't one be able to find the special conditions from looking at the code itself? Unless the code isn't open source of course.

You are NOT allowed to, in any circumstance:
Slice, stab, laser, electrocute, punch, kick, stare at too hard, mutate at, disembowel, decapitate, choke, body slam, pluck out your eyeballs and throw at, heat up, cool down, squash from increase in gravitational energy, mutate, transform, alter brain functions, look through, encase in or goomba stomp Any Anomaly, hitherto unknown creature, artefact, or creature possessed by an artefact or anomaly at or below green level.
Green Level here is classified by the artefact, anomaly, hitherto unknown creature or creature possessed by anomaly/artefact (A.K.A. Bi-possible Object of Destruction or Idiocy. B.O.D.I.) showing and/or being said to show no aggressive action or hindering abilities throughout it's study, in the case of it showing direct aggressive actions, it is to be upgraded to Yellow level, in the case of showing Hindering abilities, it is to be changed to Blue level.

Blue level, defined here by a B.O.D.I showing hindering capabilities separate from its desire for aggression, in this level, trapping, encasing and any non-lethal attacks are allowed. Keep in mind lethal includes hand to hand, so smoke grenades or stun hands are fine.

Yellow level indicates aggressive actions without any doubt, here, basic level weapons are allowed, but explosives or any weapons of mass destruction are not.

Red level comes when the B.O.D.I. Proves capable of seriously injuring one team member, here, anything is allowed in order to incapacitate the creature.
All of this can be overridden by any special attributes the B.O.D.I, such as possession.
