Acts fine, I was just not filling it in with the grey background. I think this makes the most economy out of space, since we can have a bunk bed on both sides and a toilet in the back, and they could still have room. You'd be surprised what you can fit in a prison cell that big. Also, we have five turns to do this, so we don't have to do it all at once.

Oh, and +1 for staff recommendation.

Is there any reason not to?

I'd suggest waiting to hire staff until the last turn before prisoners arrive.
