Make a really tall pole (like 20+ levels) and put him on top. He'll sit up there watching everything.

If you have a surplus of prisoners and a magma pipe, construct a platform that overlooks the pipe it and chain him there.

Then, carve a drain into the side of the pipe and draw it down several z-levels. Keeping the drain open to protect your workers, construct some platforms at different levels inside the pipe, staggered so that he can see them all. Leave plenty of holes in the floor open or covered in iron or glass grates.

Bring your other captured goblins out and fix them to the platforms with iron chains. When the platforms are full, close the drain and wait as the pipe gradually refills. The captured general will see, hear and smell as the troops that he led to your fortress as they are slowly submerged in magma; they will see him and curse his name with their dying breaths. Repeat the process until your prisoner population has reached acceptable levels.

Alternately, you could use dfhack's tweak makeown command to make him a member of your fort, then pasture him in your goblin stockpile to convince the others of the error of their ways. For propaganda purposes, you may wish to let a few escape to carry the news that he's defected back to the goblin towers.

Disclaimer: I've never used tweak makeown on hostiles and I won't promise it won't cause a loyalty cascade.

make a 3x3 room with a single chair in the middle and lock him in it (be sure to keep his armor on) with glass walls in the middle of the meeting area

then put in a dwarf and have him beat the crap out of him with their bare hands for all to see

that's how you interrogate someone

I'd like to quote someone else's creative use for Enlightened captives, which was posted in the Shaft of Enlightenment thread:

i've been using this to make flamethrowers. A silk farm replaced with an enlightened goblin and a dragon. an enlightened goblin will block all dragonfire, but the fire will still spread through the fortifications. i'm planning to use this on the HFS since dragonfire melts everything, but i'm having trouble controlling the spread.

thank you! I've never been quoted before.

A goblin general is too valuable to be used as flint for a flame-thrower. it's undignified for a goblin of that position. Enlighten him and all his companions and let him lead the charge against the HFS. who knows, maybe they'll actually win.
