No, I mean will we have a chance to do things in-game before our first Plot Device happens?
No, all assignments will be given on Turn 0, and carried out from there. I do have some polls though.

If an agent finishes his mission before all others are finished, should he have to wait for redeployment until all others are finished?

If an agent finishes his mission before another agent is finished with his, should we allow him to be deployed into the other agent's mission? I am personally against each of these, but I'd like to know what you guys think.

Either way, about the playing before turn 0 thing, I'd guess that the spots will fill up relatively quickly, as they do with most RTD's.

I kind of feel like the rules should be edited so that it's much harder to do a certain job if you don't have skills in it, but skills are buffed a lot from what they're at now...

So many re-do's of the rolling system! This one was taken from the popular RTD <Syndicate>, so it should work fine. Hopefully we are now set and ready to go.
