I assumed 1 would be a basic level, not barely able to support my own weight.

Don't quote me on this, but I believe that 5 is the average/basic level. Maybe 3 or 4. Taking an one in Intelligence makes you mentally handicapped in Fallout (which changes all of the dialogue to fit).

So that they can become dump-stats to improve your other stats. Isn't it obvious?

I just realized that I have no clue what a "Pip-Boy" is.
It's a small handheld computer-like device attached to your wrist that basically serves as your HUD in the games.
