I recall reading how you can make it permanent and it can be attuned not to affect certain people, though I can't seem to find it now.

1. DnD wiki sucks. It has a lot of hidden homebrew. Use the SRD.
2. It's a 7th level spell, so to get it as a tattoo so it'd be 'permanent' it'd probably be prohibitively expensive. For example, tattoos are sort of like potions that never run out of uses, and you can't get potions of above 3rd or 4th spell level. For good reason.

Just to be sure again: Adding Keen to a weapon is the flat cost of a +1 enhancement, rather than stacking with other enhancement costs (so 2kgp for Keen on a +2 weapon rather than 10kgp), correct?

I have been under the impression that they stack together. If you get two +1 Enchantments, it's a +2 weapon with the additional effects.

In a human city, with lots of foreign trade? 2000 gp. In an insular draconic fortress-mountain? It might be outside the realm of possibility.

2000gp (I'm basing this off the fact that you can buy shit like Giant Spiders for 2000gp.) if you want one. We'll assume your character went through the appropriate finagling on his own.

Yeah, I'm already familiar at second-hand with this sort of nonsense, I just haven't had the joy of wading through it myself.

Which for a character with the intense level of subtlety and Diplomacy skill that mine has would amount to showing up on the outskirts of a human city, grabbing the reigns of my desired beast, and screaming "THE ULTIMATE WARRIOR THANKS YOU FOR THE RHINO!".
