I think they usually come together with a migrant wave. They are marked under "Others" in the 'u'nit list and they just hang around on the edge of the map and don't seem to die of thirst or hunger and they don't move except a few tiles here and there sometimes.

They are supposed to be migrants, but they are bugged.

They seem to think they are still traders, and will hang around as friendly units instead of behaving like proper fort members.

There's a DFHack script that fixes them, but I can't remember what it's called at the moment. Edit It's 'tweak makeown'

It's basically anyone who visited your fort as caravan guard, trader or liaison who now arrives as a migrant.

I find it happens a lot when your civ doesn't have very many historical figures left in it.
