So recruitment how many minions? you have space for 10 in total, but you can dig more room if you want.

Recruit 8 since we only have mooks right now. Also get a laboratory set up.

Start building a strongroom and then have the minions go out and commit petty crime and one or two kidnappings in the name of the confectionery whatevers.

how big of a strongroom? and kidnap who? a scientist to beat information from lean the secrets of science from.
a Security Guard to lean the secrets of getting paid to eat donuts guard stuff.

You lack the Infamy (and you minion will probably screw it up anyway) to kidnap higher level people (i.e. Biochemists or Martial Artists)

Your minions preach of the power of sugar and the goodness of cake but are mocked.
Still that do get  some donors to help you spread the world to Africa, in the form of aid rock (like brighton rock but it with added caffeine)

While you take time to research rhetoric.
You are the genius and beyond such things as research or work.

You split your minions in two groups, A group  is set the task of kidnapping a scientist, as task they quickly for fill, and by the time B group has finished building the strong room (-10K) you have your first scientist minion.

10kredits of barracks
10k strongroom
10k armoury
10k hospital
25k training room
 8k laboratory

 5k Uzi
 1kpistols

 2k science minion
 8k worker minion

Have:
5 workers train with Uzi. (Oh wait, no training room until the turn after it is built?)
1 Worker use 20k to establish a bakery to use as a front.
3 Workers umm, build I guess, what are the building rules? Otherwise, umm, spy on the competition...
1 scientist research mind-altering confection(M.A.C.).
5 workers build base or steal candy from babies.

A week passes as you expanded your base it to a proper lair of evil resting place of sugar based goodness.
You send 3 minions put to steal candy from babies  liberate Confectionery from the unready, a task that is so simple that even your untrained minions can not fail. 
Your scientist  runs around mostly complaining about having to teach in the hallway, have an over crowed class and having no time to research, he still does as you ask thou  he does look a little over worked.

Your research in to mind-altering confectiony has so far only lead to curring smoking with white candy sticks used in stead, its mosty the meth and nicotine socking that does it mumbles your lone scientist.

As "Uncle" Ivan's shipment arrive you hear rumors that a heachman is looking to work for you.
