I opine that this so-called 'republican' senate is a farce. The people have no say. The major economic powers have no say. The only ones who have a say are those The Mandate decides to give power to. The new martian colonists starve .. and get a representative appointed to them, from this council, bathing in luxuries on Earth. Over a quarter of humanity struggles with the basics on a new home, and this senate votes on whether or not to support them with scarcely a tenth of the liquid wealth available to it. Perhaps Senator Granger is the best man for the job, perhaps not. Either way, the people of Mars have no say on him.

This is not right. Decide what defines a major player. Allow any representative of a major player a vote. Humanity deserves nothing less. Our future colonies, dozens or even hundreds of light-years away, demand proper representation.

The Current Session of the Senate has been interrupted

"...This is CNN-News directly in front of the Senate-Building on Luna which has today been stormed by Terran Troops and the Senate has been dissolved. Most of the Senators have been held hostage sind. Senator Ackerman, declared himself Solon of the Terran Republic and thus sole Ruler of Mankind. At least for the time being. Officials just like Civilians are not sure how to respond to the sudden Coup...

Constitution of the Terran Federation

Title I: Fundamental Principles and Organization

Article I The Terran Federation is federation integrated by the irrevocable union between Terra and and its colonies, characterized by:
II - singular right to sovereign rule and representation of the human species;
III - universal citizenship;
§ citizenship in the Terran Federation is both compulsory and assumed for all humans.
IV - cultural pluralism;
V - humanity's manifest destiny among the stars.

Article II The Terran Federation features two powers distincted by their nature:
I - The Terran Autarchy, led by a Solon and sovereign over Terra and all its colonies.
II - The Colonial Governments, led by semi-autonomous governors, sovereign over those Terran colonies they represent and subsidiary in relation to the Terran Autarchy.

Article III Only the Terran Solon, as the Terran Autarchy's supreme ruler, may modify the Constitution, for as long as the Terran Autarchy exists as such, orienting themselves by the following principles:
I - equality.
II - dignity.
III - free-initiative.
IV - civil liberty.

Article IV The Governors of Terran Federation's colonial members are appointed by the Archon to preside over the planet, legislatively and executively, for life.
§1 In the lack of a living Governor and a Solon, the appointment is to be deferred until a Solon is appointed by a joint body of Colonial Governors.
§2 The Solon may revoke governorships as he pleases, in observance of Article III.

Article V Should a Solon perish in office, their successor will be chosen by absolute majority in a gathered body composed of all active Colonial Governors, from their ranks.
§ For the vote to be valid, at least 75% of the active Governors must be present.

Article VI The Terran Navy is a subject branch of the Terran Autarchy and the Terran Federation's sole military branch allowed ownership and use of vehicles capable of space travel.
§1 The Solon is the supreme commander of the Terran Navy.
§2 A Grand Admiral may be appointed or dispensed by the Terran Solon at any moment.
§3 There can be no more than one Grand Admiral in activity at a time.
§4 The Grand Admiral is placed above all personnel in the Terran Navy in hierarchy, but never above the supreme commander.

Article VII The Terran Army is a subject branch of the Terran Army and the Terran Federation's sole military branch allowed to operate within a planet's orbit without the Solon's express authorization.
§1 The Solon is the supreme commander of the Terran Army.
§2 A Grand Marshal may be appointed or dispensed by the Terran Solon at any moment.
§3 There can be no more than one Grand Marshal in activity at a time.
§4 The Grand Marshal is placed above all personnel in the Terran Army in hierarchy, but never above the supreme commander.

Article VIII Each Colonial Government is bound to transfer 50% of their yearly fiscal revenue to the Terran Autarchy.
§ Credit revenue is registered on January 29th of each year, Terran calendar, no exceptions.

Article IX Colonial Governors are the ultimate legislative and executive authority in their respective planets, sovereignty of the Terran Autarchy observed.
§ Should a Governor be declared rogue by the reigning Solo, those roles are both suspended and the planetary forces are to depose the Governor by whichever means necessary. Should they fail to do so, the Solon is authorized to order orbital bombardment of the planet.

Article X Military vessels are a privilege of the sovereign Terran Autarchy. No Colonial Governments are allowed to own, fabricate or produce such vessels without the reigning Solon's express authorization.

Article XI The ruling Solon will step down and hand his powers down to a Senate composed by a representative of each of the Terran Federation's planets within the next 50 years of this Constitution's draft. This clause is irrevocable.

Military

Commission another seven rank I ships and add them to the Terran Navy with the other thirteen. Split the twenty equally between the 1st Fleet and the 2nd Fleet.
Former Admiral Thrix Neumberg is appointed Grand Admiral of the Terran Navy.
The 1st and 2nd fleet are to continue surveying for nearby systems with usable planets.

Development/Colonization

Former Senator James H. Grey is put in charge of the Ministry of Development.
Five colony ships are commissioned and one sent to Gamma Thorin system to initiate colonization of its one inhabitable planet.
Mars is granted monetary relief in the form of 8.000 credits.

Science

Former Senator Robert Farnham is put in charge of the Ministry of Education.
Assign the Ministry a budget of 40.000 credits for the term, to be spent primarily towards bolstering the terraforming efforts.

Social

Initiate unintensive birth control propaganda on Terra, with a budget of 2.000 assigned for the term.
Request that the Colonial Governor of Mars put effort in assimilating the Martian population back into Terran cultural stock. Make it an agenda for the entire Solar System.




Current treasury: 25.880 credits;
Expenditure: 100.000 credits;
Income: 78.936 credits;
New treasury: 4.816 credits.

Expenditure:
5 colony ships: -35.000 credits;
17 rank I military vessels: -17.000 credits;
Martian relief effort: -8.000 credits;
Research budget: 40.000 credits.

Income:
Terra: 78.936 credits.

Turn 3: Martian Uprisings, The Desolation of Thorin

...All of our Research indicates that Live on the Surface of Thorin is dangerous in the highest degree we suggest abandoning any efforts at large scale colonization...
-Last Report from Colonization Prospectors Team Epsilon, later found remains of the camp indicate that the team was killed by one of the many Meteorite Rains of Thorin I

Thorin I, a word that at first carried hope but now has the ring of a Penal World to it. The surface consists mostly of rolling plains and nothing else. Life is sparse apart from small animals and plants
and that has a good reason. It's proximity to an asteroid field, makes Thorin the constant target of Meteorite rains which wash over the planet. Most Lifeforms thus life underground. However the Caverns sustain only so many people...

Meanwhile on Mars the Situation continually degraded Food riots started to get out of control, especially with the continuing waves of migrants. While the Relief Efforts helped at first, the Immigration of anohter 800 Million caused the complete collapse of the Martian Agriculture. Unable to sustain the masses prices for bread and basic food stuffs rose astronomically. The result the enraged Firstcomers started progroms against Terran Immigrants. Rumours of Cannibalism abound and several Cities plead for help as their local Police Forces can no longer control the situation.

Earth suprisingly has successfully brought its overpopulation under control and now with Colonists eager to leave to Thorin I and Mars (despite both their dangers) the craddle of humanity takes a collective breath of relief at the released pressure.

This increase of Living Conditions on Earth has caused widespread acceptance of the Autarchy of the Solon on Earth, while on Mars he is vivilified...

John breaks out of the hold, grabbing a nearby officer. He jumps on an emigration ship to Mars, having a quick conversation with a certain someone, before getting on the nearest ship to Thorin.

Mars, the dusty red world that for centuries stood empty of life now bore full brunt of it, with the rusty-coloured soil drinking red blood.

Across the din and chaos on the streets and in the few secured zones, projectors and screens show only one thing - the face of the Martian Governor, Arthur Granger. His face is tired and only quickly touched up with make-up that barely covers the signs of stress and exhaustion.

"My fellow citizens, the brave new world of Mars, while open, is not as capable or yet developed to bear the full weight of human activity as previously expected. The subsequent problems and unrest must cease and be resolved before we are allowed to grow. As such, from this day on entire planet is under martial law, with curfew and rationing of all resources from food to fuel and energy. We must remember that we are first and foremost proud citizens and humans of the blue planet and we must strive to bring the best of Earth to this place and to to others across space.

In the subsequent days, precise curfew schedules, ration allowances and travel zones will be announced."


Mars budget:
3.000 for social infrastructure/farming
400 for 4 units of lvl 1 troops

Mars is now under full martial law until the end of riots and goods shortage - curfew and travel restrictions, rationing and suppression of riots, summary execution of cannibals and looters, and full protection for Terran migrants. 4 troops deployed to the job.
For the duration of martial law, all new immigrants will be charged on arrival.

Estimate costs for creation of maximum security penal colony on Martian moon of Deimos (hoping for population suppression effect with this)

[5] Before the Officer can react you have him as hostage and got a gun. [5] The other men guarding you don't seem to be really trained for hostage situations and you can easily use the Officer to escape out of the Senate Building.
However finding a shuttle towards mars is far harder on Luna. After all the moon is used as a vacation home for the rich and as the seat of the Mandate...not many people want to migrate to the chaos on mars from here. [1] Even worse in your frantic search for a shuttle you find that the only ship capable off getting you offworld is a military transporter.
[1] Even worse, storming the shuttle you find yourself staring at a bunch of heavily armed senate guards ready to disembark...

Send orders to the First and Second Fleet that when they reach their first system they are to break apart into Fleets 3 and 4 with 5 ships in each fleet so as to faster discover and prepare for the expansion needs of the Terran Federation.
