Order the construction of ten rank I ships and recall the Senate fleet. If the Senate fleet does not turn over, they are to be immediately destroyed by Terra's own fleet.
Have the Terran military arrest any representatives who do not comply. Mars is asked to abide by that decision; should it not, it is to be placed under orbital blockade, but not bombarded.

Dissolve the Senate. Instate a provisory autocracy with autonomous governorships.

((OOCLY yes ICLY no. I mean what differentiates a Senator from a Rep the moment the Senator gives all control over his colony to the Senate? Nothing at all. With the establishment of a Unified Treasury you are killing off all possibilities of Planetary Defense Forces. And even if a Senator sets up a Military for some reason, why should he conquer a richer planet, if he could conquer a poorer one just the same for the votes? In other words a unified Treasury kills off many aspects of the game  and i will thus penalize it.))

((Anyway, why the sudden coup? Not that you'd get away with it, ship construction is not instantaneous and I doubt that the Senate would not act upon such a massive build-up of forces.))

ship production is not instantaneous the first few ships were to make the whole thing faster and colony ships are also instantaneous but military fleets take one turn to produce.
