Hmm... Well, OP, I'd say that the most important thing in not contacting a friend too often is in having other friends to spend time with, so you're not desperate.  If you'll be seeing her some because she's your dad's girlfriend's daughter, then that could be enough as-is to start off with.
oh im in no hurry to get more friends, im not lonely either so i wont get desperate. And what do you mean i will be seeing her some?

Otherwise, it's often just a question of if you have anything to talk about.  In the beginning, at least, if she doesn't respond after two spaced-out tries then it's usually better not to keep trying unless some sort of "natural circumstance" makes you meet again.

Like, don't you think that maybe if your dad and his girlfriend continue to be involved that you might see this friend in person again?

Also, what I mean is if you try to contact her and she doesn't respond, and you contact her a week later and she still doesn't respond, that usually means that she isn't interested and you should just let her decide on her own if she wants to talk again or not.

nope, i dont go to visit my dad, he comes to visit me instead when he has the time.

why would she not want to talk to me?

Any number of reasons.  Maybe she just doesn't like you... maybe you annoy her... maybe she's busy... I mean, why don't you want to be friends with absolutely anyone you meet?

hmm but i think she would just tell me wouldnt she? its not normal to just excommunicate someone without trying to communicate first that they are not wanted... is it? Shes pretty outgoing too, i think she would say something

why dont i want to be friends with absolutely anyone i meet... i actually do want to be friends with everyone i meet if it was possible to maintain such a large number of relationships. I simply am not in a hurry to make friends because im satisfied with the way things are right now in my life.

hmm i may ask her about that later, im fairly sure she doesnt have more than a half a dozen to a dozen other friends though.

indeed, thanks for the advice. I think we will be content to remain as acquaintances/loose friends then. I will probly mostly be texting her about where to buy certain clothing and stuff on occasion xD
