Is it really blackmail? Being honest about your intentions and your boundaries is the basis of a good relationship. "I won't date you if you're still on drugs." is no more blackmail than "I'm not the kind of girl who has sex on a first date." or "I won't date you if you're going to dress like a slob."

I think it's all about the way you go about saying it.  There's manipulative and non-manipulative ways to say the same thing.

i personally don't judge a person's worth based on their addictions/problems, and i wouldn't mind what she did on her own time, but if you really do like her, and she feels the same way, try to get her to go clean

It might be interesting to know how she copes with addiction: On a scale from homeless crazy person to functional addict from the 1%, where is she? I guess if you want to stay clean, the most important thing is not being exposed to social settings where drug use is the norm...

I would argue that any action whatsoever is a form of manipulation. Walking is a manipulation of gravity, friction, muscle elasticity and an astronomical number of other factors to achieve movement. But that's pretty derail-y

As for actual on-topic advise I say that LordBucket makes a lot of sense, but should add that the issue here doesn't seem to be her "problem" with getting clean, the issue is the OP's problem with staying clean. To which I say that the girl will certainly exacerbate the issue, and the OP should be aware of this when making his decision.
