Yep and yep, I just picked up Fear Effect as a matter of fact. Some others I have are Koudelka, MediEvil (if that counts :P), Deception (love this series), Galerians, King's Field, Parasite Eve, Hellnight (I super recommend this one).

That should just about cover all the PS1 horror games.  There's a Parasite Eve 2 but you probably have played that.

As for SNES games, there's a platformer called Musya, but it's horror in the sense that Caslevania is horror.  As in not really horrifying.

Edit: There's also Chakan for the Genesis, which is somewhat similar to Musya/Casltevania.

This reminds me I never saw any actualy scary console horror games apart from the silent hill series. You could try picking up the original silent hill for the ps1, its quite good and got multiple endings.

There's also... LSD dream simulator. Its not an actual horror game, its just bogus and weird. Its not much of a game either, you just roam through different settings and rooms and constantly change, and the only goal is to try to escape each dream/room. Some of them can be rather disturbing. One of the only examples of randomly generated content in the psx.
I do remember there's a small element of horror to it: the only thing in the whole game that can be considered an "enemy", a shadowy man wearing an overcoat, chases you slowly through some levels, or if you take too long in a single level. If he ever reaches you, the game transports you to another, randomly generated level, but there's a catch: the game deletes the level you were in when the shadowy man found you, and never allows you to enter it again. Even if, by coincidence, the game generates an identical level, it will trash it and generate another just to make sure you never visit that level again. Not actualy scary, but rather disturbing.

Now I'm wondering what glorious (or not so?) world of card games and card-mechanics PC has to offer besides that. Single player, multi, F2P, pay-to-play, all suggestions are welcome.
Elements is worth a play— it's browser-based and completely free. A good variety of card types with lots of scope for building interesting combinations in your deck.

Short of it: I'm looking for good RPGs on the first Playstation.

I've been playing around with a Playstation emulator recently. Looking to play good RPGs. Just started Jade Cocoon (like a cross between Princess Mononoke and Pokemon), which seems promising but not sure how far I'll persist with it; and I gave up on the first Suidoken because the vanilla JRPG menu battle system is too repetitive. I did my time with the Final Fantasy games: if I'm going to play a menu-battle game, I want it to depth or strategy to it (like, Lost Odyssey or uh, Charles Barkely Shut Up & Jam: Gaiden).

I liked Tactics Ogre: Knight of Lodis on the gameboy colour, so I might check that out. Which would you say has the best story?

The only ones I've played are the original Tactics Ogre and The Knight of Lodis.  If you've played Final Fantasy Tactics, the plot of Tactics Ogre is fairly similar.
