I call Chief Science Engineer, in order to ensure that at least seems probable.

I found F. U. Physics Inc. (A.K.A. Fun Utilization of Physics Incorporated) a organization dedicated to one goal: BREAKING PHYSICS!(If not previously clear I would like to be head of a subset of The Engineering Corps which will be Theoretical Physics.)

I call Chief Exobiologist and head of the Interstellar Exploration Bureau (which I just founded)

This organization has interest including but not limited to:
-Detection and analysis of exoplanets
-Research of alien life (intelligent or not)
-Reflexion on interstellar travel and its consequences.
-Later on: admiralty for interstellar exploration spaceships
-How to build and maintain a galactic empire.

Basically scientific exploration on a scale larger than the solar system. Though it also includes the search for alien life within our own solar system.
As Chief Biological Officer, I suggest you rename yourself to Director of Extrasolar Affairs or something, to better represent your duties.

I would like to be the Head of Engineering dept!

My first act is to order an industrial amount of airplane tape, some workers, and some tools.

We will look to advance our understanding of how machinery works and to also assist in building rockets.

Fine, I'll take that.

Just edited the OP to the throw new organizations and crew members into it. If you have any problems, feel free to tell me.

And I guess we should probably get to talking about what our first project is going to be, eh?

I'd say the program's most pressing issue at this time is the matter of actually getting off of the Earth and to another celestial body. We need ideas, people! Preferably a few that are at least remotely plausible.

"We may be able to utilize the interaction of the magnetic fields with nearby celestial bodies to force open a wormhole. I'll begin research on the mechanics of it immediately."(It is possible...maybe.)

Yet another reason to choose Luna over Mars.

We need a place that we can launch supplies from first, maybe we should take over some country that nobody cares about.

I could totally see some people taking pictures of Kerbal Space Program to put in here.
Just for demonstration purposes, of course.

"Oh I can get together some military supplies, one nuclear capable helicopter coming up!"
And with that, I begin work on a nuclear weapon and a helicopter with enough duct tape and some scissors to drop the nuke.

I fail to see how that plan could backfire.
