They're also mutants, they're known for the crazy high stats. Ive never seen anyone like that myself, but Fox has said its possible for someone's states to be 20+.

Also, why does that second picture look weird?

Mutants have a lot of the code that gives "normal" stat distributions bypassed and replaced by wildly swinging numbers that can go very high or very low, and since they spawned as Liberals most of their Wisdom stat got dumped into Heart instead. The combination of these two factors leads to insane Heart levels.

I did that. I was ambushed by death squads shortly after, and they gunned down both of them. Through their Spec-Ops Stealth Armor.

This gave me an idea for a new playstyle. Recruit high heart mutants and give them guitars and convert EVERYONE.

For guitars to work you need 6 people in the squad.  That way enemies wont get many shots off due to stunning.

Unless you're in Chase Mode. Then you can face off against 16 or more.

Working somewhat well. Do have a full squad, just converted and dated CEO.
Also, if you convert a conservative to a liberal via guitar, they attack the other conservatives near the squad.
