I skimmed it. It didn't really say anything about goals. Checking the Wikipedia page, I got the feeling that the EU cared more about re-establishing peace than getting the "legitimate" government back in power. Especially since the legitimate government is hated by most of the nation at this point.

And I'm trying to fix the at-war thing. Others are trying diplomacy, I'm saying that is anyone's open to diplomacy I'll diplomatize with them.

The Great Plains are open to diplomacy from the E.U., provided that:

1. We get recognized as a sovereign nation.
2. We are respected as more than just dirt farmers in Europe, and are seen as political, intellectual and military equals.
3. We're given aid.
 
In return, we'll shelter any Europeans taking shelter in the Great Plains area. We can't give them back to you yet, as it's too risky flying/boating over Pennsylvania, which is controlled by the NEA.

Wikipedia is a quick summery, It didn't even list how the other factions got in power, or the plot of that game is really THAT bad, but I'm not going to argue with you, ok?

Just pointing it out, their is also no diplomacy in the video game version. it was basically just a free for all battle for the U.S.A from what I heard.

As far as I can tell, the video game seemed to be a single-player game.

"Food can be provided. Military aid will be given. We will gladly sell weapons. However, as our goal is peace, we feel no obligation to give out the tools of war for free."

Enact Mutual Policy between The Great Plains and the European Union:

The Great Plains:
1. Non-hostilities with the E.U.
2. Protection of all Europeans taking refugee inside the Great Plains area.
3. Transfer of European refugees to E.U. when Pennsylvania region is conquered by either of our forces.

E.U.:
1. Recognize The Great Plains as a sovereign nation, equal in stature and recognition to any member of the E.U.
2. Provide food aid to The Great Plains.
3. Provide military aid to The Great Plains upon attack from another nation.
4. Open up weapon trading with The Great Plains.
