I'll take the ConfederatesI'll put my actions up soon.

The recently elected president of the Confederacy stood in the capital building of Montgomery.  He permitted himself a small smirk at the irony of the location, but it was the most central area of the Confederacy.  He was having some government employees searching for a better place, though.  It was not a simple task to convert a city over from housing a state government to a national government.  He turned back to the former governor's desk, now his until a new capital could be constructed, and began enacting policy to stabilize the nation, and ensure it's future.

The first thing he decided to take care of was to take preparations to get EU out of here.  First attempt the diplomatic channels.  Their desire to take a greater interest in the wars that were at a possibility to begin was troubling, and they needed to be dealt with.  The president believes that the imperialism of the past for those nations has lowered, but with the possibility of managing to control a portion might make them greedy, causing a resurgence.  An occupation must always be removed early, before it becomes complacent and refuses to leave.

Second, the president decides to contact the Federation of the Great Plains, and The Republic of Texas, and establish a non-aggression pact, if not a full mutual defensive treaty, with the two nations.  There was a lesser deal of anger directed at these two nations, and the resources that could be gained from trade with these two could prove beneficial.  Because of the pride and value dissonance with the New England Alliance, and the desire to remove the European Union, they were left out of this at the current time.

Finally, the president decided to get a report upon the capabilities of the confederacy and the danger of the radiation from the former US capital of Washington D.C.  Before he could enact further, he had to know the full extent of the abilities of his nation.  He also wanted to know the danger of the radiation upon his populace.  Wouldn't be a very popular decision to ignore such a concern that the masses seemed to be so up in arms about.

"Greetings, President. Congratulations on winning the election. Mind if I start by asking if you have any martial designs on the other factions of the States?"

The president maintained a stoic stature and tone of voice as he spoke with the leader of the European Union forces.

"My only concerns for a war lie towards those that harbor a resentment towards my people and seek out war first, and there are foreseeable times that I see that your presence here as a destabilizing factor rather than one or restabilization.  With the Russians having gone through with a plot to assassinate an entire government, no matter how unpopular it is, as well as claiming the territory of Alaska having always been a part of their nation, always as a colony, it is found that many of the people of my nation, and possibly many others view your forces as an attempt to retake former colonial land, in a subtler effort than the Russians, no matter what promises you attempt to make.  Furthermore, the traditional resentment of your member nations towards the former United States only serves to reinforce this fact in their minds.

Also, some of my citizens are annoyed by your attempts at enforcing peace while your member nations are in a state of economic decay and collapse, as well as petty arguments among the member nations of the EU.  With that in mind, the citizenry believes that you have no right to come over and decree how we should act when you do not yet have your act together.

It is also found that many of the citizens of the Confederacy within the boundaries of the former state of Virginia under Confederacy control desire to have the remainder of the state under the same flag as them, rather than under a force that they do not believe has the best interests in the area for the reasons listed above.  Would you be able to grant them the concession of turning over the portions of that former state under your control to the Confederacy, so that the citizens do not need to be forced to go through multiple proceedings in order to see the members of their family that they are separated from by only a few dozen miles at places?"

(Would you believe that this was all off the top of my head, and I haven't taken a single class on speech writing?)

(Edit: Added a short bit of description to get a mental picture better.)

a month later
President Amanda reclined her chair. "Not a bad start. I've thought up some new policies to implement:"

Chancellor Of the Economy: See if we can start setting up a trade deal with Canada for resources, in exchange for our most profitable products such as cars.

Minister Of War: Send the army out to make those fortifications you were talking about. I'm not expanding the army, but I'm giving a plan to the Justice department about training them.

Lord Of Agriculture: That's fine for now. See if you can develop any ways to make farming more efficient; Even if we hit a surplus, that means we can trade excess food for imports.

Chief Of Diplomacy: I want Canada to be happy with us, send them some nice gifts. Also, make some videos about our universities and factories, and science labs and such. Release them online; that way the world will know we're more than some stupid farmers.

Regent of Information: The farmers might not like our trade plan with Canada. Make some propaganda to teach them how they'll benefit from it actually.

12 Knights of Justice: Since our crime rate is low, I'd like to devote some of our police force to training our Infantry. They don't need to be supersoldiers, just the basics: Proper shooting, ambushing, hand-to-hand combat, explosive use, etc. A massive army of basically trained soldiers is better than a tiny one of elites.

((Can we send PMs to you to do secret actions? Since we are rival countries, I imagine we'll be doing a lot of shady stuff.))
Summery: (cause I can't see colors on this computer) Canada has given you an nice trade deal. The army built up the fortifications quickly and even improved them. Farming tech is quite good now, and the training is quite effective. The gifts were better than average. NO ONE had believed the videos and now also think that you are also liars and are more susceptible to invasion. Except from Canada of course. The people had loved the trade plan, so much that they are 100% supportive of you're regime and will for a long time.

I will take the European Union.

Open communications to other leaders, discussing possibilities of a peaceful alliance.
(The EU is here to try and make peace. If the US is shattered into several factions that remain peaceful, and manage to get good trade agreements up, that fulfills our goals with a minimum of fuss and bloodshed.))

Determine what the rules of this game are, how it works, and what economic/espionage/military/etc options I would have if they were needed.
summery: The only advocates of peace were Pacifica and the Great Planes federation. The others did not respond well, and has heated the war up, the confederates also said they wanted Texas,  though the representative was appointed by the old leader of the confederacy. Also the peace treaty with the Great plains was barely passed by (insert EU decision-making body here) Without the military aid part.

I'll take the ConfederatesI'll put my actions up soon.

you do so, but Biff gets their first and starts the negotiations with the peace thing, you HATE Biff, and he is so bad at diplomacy, he only got the position of chief diplomat do to sheer Loyalty alone. You would of fired him, but he got their before you could. After it, you do so, only to Texas to immediately decline participation in it. Biff must of mucked up really bad. on the plus side, the CSA is doing fantastic! With powerful armies, GREAT industries and farms, Administration of  great quality and immunity to corruption, large and powerful navy, and a loyal and large population. It is a great place, also, survivors of the  attack had gained mutant  powers. Also DC is safe now.

The president of the Confederacy called Biff up to his office.  He inquired as to what had happened over in the Republic of Texas.  When he had heard what Biff had asked of the Texans, the reaction was...less than the usual stoic demeanor of the President.  "Good God, man!  You never attempt to ask for territory from another nation!  That could be interpreted as a first step towards a declaration of war!"  The president halted for a brief moment, regaining his stoic demeanor and organizing his thoughts.  He needed to take these next steps carefully.  Biff held a fair deal of sway with the congressional parties, so it would be a poor idea to have this man spurned.  The president did not want to have the congress turned against him.  It could prove fatal to the young Confederacy.

"Biff, your loyalty is commendable, but it seems that your diplomatic skills are not what we need at the current level of aggression that is being displayed at this event which could prove fatal.  I do remember that you were able to organize many a successful events to raise the support for the foundation of our Confederacy.  I would like you to work upon the organization of the diplomatic departments, which seem to be lacking the level of organization that you could provide for it.  I also would like for you to sent the best team you can create to apologize to the Republic of Texas for the demands made at the conference, and an inquiry as to whether they would reconsider the non aggression pact so that the entirety of the Mississippi river may be safe for those companies that still utilize barges to transport their cargo, which would bring advantageous trade to both of our great nations."

After this, the president dismissed the chief diplomat, who's expression conveyed a slight impression of happiness.  Turning back to the papers he had arrayed upon his desk, he gave the orders to continue the search for a suitable place for a location to construct a national capital.  The effort required to reorganize a already existing city to a national capital would prove to be too difficult and was still too costly than just construction a new one, and while D.C. was now safe, the former capital of the United States held too many memories of corruption, and was fitted in a location that would prove too isolated from the rest of the nation, and too close to a border that could be invaded across from.

The president then returned to the reports of mutant abilities within the populace.  The president looked over these with interest, but a though was nagging at the back of his head.  There was a distinct possibility that these people could come under fire from other citizens that still cling onto a racist attitude.  Racism was strong enough against people whose only difference was skin tone, then it had the potential to be many times this if those accused were able to demonstrate abilities that were not even human.  Therefore, the president decides to set up an institution where those who have been granted unusual abilities from mutation can learn and study their abilities within a stable environment free from any potential hatred that could be directed at them.  He needed a leader for this, but not any would do.  It needed to be one of them, but a man with stable morals, and preferably pacifistic tendencies, in addition to being a man with a likable personality.  He looked through the listings, and found a genetics professor that fit those qualifications.  In addition, the abilities that he was said to have was one which was able to calm furious entities blinded by rage to the point of docility.  The president then contacts this man, and asks if he (the professor) would like to be in charge of the facility.

"We cannot afford to give up land for nothing. We would require some promise that assures us you do not intend to invade any of the other American nations or our own territory, and that you would join in efforts to punish any warmongering states among your former nation."

And now to figure out what to do.

...

I have no clue. I don't know what I can do, how much it's safe not to do to keep with roleplaying, what the NPNs are doing...

Amanda Grant reclines back in her chair as she receives the news. "Again, things could be going much worse. Time to make some resolutions. First of all, is the Eire Canal. This will show the world that they can't underestimate us."

Assemble a large army of Infantry, Artillery and Ground Vehicles. Move them to our fortified eastern border with the New England Alliance. Deploy a large navy into Lake Eerie. Station an Air Force Nearby. Keep enough troops so that we can't still watch over our western and southern borders.

To The New England Alliance: Lake Eerie is ours. We will give you one month to evacuate all of your military forces at least 50 miles from each edge of the Lake. If you do not meet these demands, we will march into Pennsylvania and take its western half, including Pittsburgh.

To The European Union: We graciously accept your offers. But if you'd like to fully legitimize your pact with us, then we ask that you aid us should hostilities arise with The New England Alliance.

To The Confederacy: We decline your offer for now. Your nation must prove itself to be trustworthy first before we can make such a pact, or at least offer us some decent military technology.

((I've noticed that the Confederacy is now constructing an X-Men Academy.))

"I can personally assure you that no forces under this nation's command will invade another country that did not attack either our nation or its allies first, or pose a undeniable threat to the Confederacy or its allies.  We are an infant nation, we cannot afford a war.  The resulting damage could rupture the carefully laid foundations of the nation, causing a total collapse and a conquering by the neighboring nations."

To The Confederacy: We decline your offer for now. Your nation must prove itself to be trustworthy first before we can make such a pact, or at least offer us some decent military technology.

((I've noticed that the Confederacy is now constructing an X-Men Academy.))

Send the following response to the Great Plains after the EU gets off the line: "Would an acceptable deal be for us asking for volunteers from among our forces to be temporarily transferred to your nation's command if you are ever to go to war with the New England Alliance in exchange for a non aggression pact, as well as a portion of land that narrows as it approaches your nation and broadens as it reaches the European Union controlled area from the areas that border of our nation and the New England Alliance where families of the Confederacy's citizens have family?"

(Yes I am.  Why not?)

Quick question for the GM: What would happen if, theoretically, all nations came to a peaceful agreement?

(My prediction of what the GM would do: EU will be forced to pull out of their area since their work at establishing peace is completed and they have no reason to be there.  If they go out slowly, distributing territory evenly between the NEA and the Confederacy, it might wind up with no conflict, but if it is all at once, the NEA and Confederacy will have disputes over the land, and a war might ignite that plunges everything into war.

Granted, under my leadership the Confederacy, New England has to strike first, otherwise, it will be in negotiations.)
