Toughness... Light wounds / pain don't affect the cop. All other wounds get dropped down a tier.

Being able to find out the alignment of a single other person, and it is sent via PM to them.
They would ask, and you would tell them the alignment in a PM. And it can only be done once.

Batman: The first time in the game someone attempts to shoot you, they shoot a random target instead.

Should probably be global, given that the sheriff's not likely to be shot at until things are down to the wire, but I'm not sure about the power level compared to those other options. Once per person might be more in line.

How about Retired Officer, which gains you a military sabre? While it obviously doesn't have the range that a gun offers, it obviously can't jam, and unless you use something else to block or dodge it, it will hurt. Of course, you need to get into range...

what about...
Roll Call: The sheriff knows the identity of one of the deputies.
Switcheroo: The sheriff seems to be a deputy, a deputy is falsely revealed as the Sheriff.
Big Gun: The Sheriff decided to bring a rifle rather than a pistol. It won't jam, does more damage, but can miss entirely and hit the wrong target.

The Sheriff will do a body count, and grab onto the Gatling gun. If there aren't at least four bodies in here, open fire. On everything.

For a Sheriff ability, "Heroism" would be neat. The affected target would get a +1 to all of his actions the next turn, and a +2 on not dying when he's dying. Can be used on self.

Turn 14: It quiets down, other than a loud Thunk.

Stay under cover, close trapdoor, and listen. Caerwyn shouldn't know where I am.
(3) There's a loud thunk noise as GWG pulls the trapdoor shut. He realizes the Sherriff might notice this.

The Sheriff will do a body count, and grab onto the Gatling gun. If there aren't at least four bodies in here, open fire. On everything.

Caerwyn looks around and starts counting the bodies. There are 5 bodies on the floor, indicating one Outlaw left alive. Caerwyn also sees a trapdoor close in the middle of the floor with a loud thunk

How about...
Grizzly Man The Sheriff can take a lot more hits than the average man, and each one just makes him angrier. +1 (instead of -1) each time he's hit, some resistance to damage, but can never heal?

Hold the trapdoor closed. Pulling against my body weight, Caerwyn will have a heck of a time opening it.
