The main aspects I want is,open world,shop,detailed character level up,detailed combat(better then you hit the enemy),something I don't have to pay for,and (if possible) sci-fi. As hair ripping as gear head RPG was,it was fun the open world...better level up then getting better stats... it was fun.

Starbound does not have more combat than you hit the enemy, more leveling up than grinding for/occasionally finding marginally better loot, or a price of free. It is a far less detailed game.

Sadly, I do not know of any games like gearhead. It really was its own sort of thing.

About the topic:

See the thing about Gearhead; it's unique in most of the mechanics behind it. I'm trying to think of similar games progression-wise and I can think of few.

There's the Cogmind Roguelike, a game where you are a robot. Very fun. Modular upgrade system, currently back in development after a lot of begging from people. I think the developer is rather of aware of Gearhead, too.

Highly playable beta (my personal opinion is that it's better than GH1, but this is debatable). Another (more sad) answer to that question: as far as it will ever get- there have been no updates in 3 years, and he openly admits his working on the sequel to that now (it's going to be scaled down, but hopefully just as fun). so 0.628 is likely to be the last version forever now.

sorry let me clarify on some parts,it doesn't HAVE to be stompy mecha type just preferred,as for detailed combat just want something on the lines of being able to hit either head,body,arms,legs,open world would mean at least 2 dungeons/towns,detailed character level up would be allow me to put points into skills rather then just leveling up stats.That's if for clarification

Well while not exacly what you want i'd suggest TOME3 Tales of maj'eyal.
The leveling is simple but intricate since you get to not only increase basic stats like magic str agi ETC. but also levelup specific skills and unlock new skillsets or empower already known sets.

Aside of a variety of skills to use no.
It's just whacking people till their HP goes to 0.

Another idea would be most Fallout games.
They allow targeting joints (head, eyes, groin (yep!), left/right leg/arm) and i guess the character progression is deep enough... but i guess you probably both know and passed Fallout several times by now.

windows 7 don't like fall out 1 (and I'm betting 2!) and as for fallout 3 I'm 13 (incoming hate...) but anyway detailed combat is highest priority for me.
