As I have no way of taking cover, not knowing where the shooter or any obstructions are, ignore the rather urgent problem to bandage my wound.
[5]: You manage to patch up your wound and in doing so bumble into cover.
Go find something interesting to watch or do.

[3]: You find the sniper rather interesting and decide the best way to make it more intersting is to not be dead and head to a piece of cover. You'll get there next turn.
