Sorry to necro this thread. But it seems like they have attempted to revive their failed kickstarter.
And here is their new one.

I only posted this for those whom still want to know how the game is faring so far.

Right now they have around $2000 out of $40.000 with 30 days to go.

Hey guys! I work with the dev team for Astrobase Command (and I'm also a DF fan). They've put a few years of their own time and money into the game, and they just need a final push from the Kickstarter before they can open it up for the Alpha and then Beta. Still relevant! The game has been in development a long time, but if you compare the two Kickstarters you can see all of the progress they've made since then.

Civilization Forge Mod v2.80: Adding in new races, equipment, animals, plants, metals, etc. Now with Alchemy and Libraries! Variety to spice up DF! (For DF 0.34.10)
