Looks like Silicoln has been heavily voted for! We shall seed the world with Silicon bacteria.

After much deliberation and internal debate with all the collective intelligence's, they have decided that seeding the barren planet with silicon based life would be the best thing to do.
You stretch out your powers and forces and find a suitable location, in the northern part of the planet which has an abundant resource of silicon, and place the bacteria colony there.

(3) The bacteria take hold in the landscape and slowly start pumping out oxygen, taking in carbon dioxide and the silicon and producing Silicon Dioxide, AKA Sand.

-Mercury
-Bromine
-Magical liquid
-Alcohol
-Water (Obvious)
-Gelatin, this would probably be a living sea.
-A very heavy gas, perhaps argon will get a usage.

I vote for lesser liquid mana (as in diluted form) but what would the pros and cons be for the others?

In order:
-Eh. A bit on the rare side, in the crust area. Not too terrible; I won't oppose it if it's popular, but I certainly won't support it.
-See Mercury.
-No.
-A bit...off. It's an organic chemical, after all; out-of-place in a world of silicon. Moreso than it would be otherwise, I mean. Maybe Si2H6O or something.
-Perfectly fine. Common, contains generally-useful elements for life.

-A bit vague. For argon: See bromine.

I vote for lesser liquid mana (as in diluted form) but what would the pros and cons be for the others?
Pro: Not absurdly expensive. Makes sense.
Con: Not absurd.

Water should be fine for the oceans, I would say. I imagine anything else will get rather vigorous objections.

Well, depending on biochemistry, mercury might not be deadly.

And that would just be silly. If they evaporate to any significant degree--and, over thousands of square miles and millions of years, they will unless they're near-frozen--the two seas' contents would intermix.
