As for my questions,
1) what are the requirements to get a skill? just the XP?
2) what is with the matching attributes for them?
The requirements for buying a Skill are having enough experience and, in the case of the Trained (+10), Experienced (+20) and Veteran (+30) levels, having all the previous degrees bought. The table of experience values is on page 102.
The main thing is that the "price" of the skills varies according to your Aptitudes. Let me explain this through examples:

Dodge has the Agility and Defense aptitudes assigned to it.

Medic doesn't have either of those Aptitudes, so you use the "Zero" matching aptitudes line, so in order it would look like this:
--> 300 exp. for Known (lose penalty, +0 bonus), 600 for Trained (+10 bonus), 900 for Experienced (+20 bonus) and 1200 for Veteran (+30).
- An
Operator has the Agility aptitude, so he uses the "One" matching aptitude line, so in order it would look like this:
--> 200 exp. for Known (lose penalty, +0 bonus), 400 for Trained (+10 bonus), 600 for Experienced (+20 bonus) and 800 for Veteran (+30).

Athletics has the Strength and General aptitudes assigned to it.
- Every class has the General Aptitude.

Medic has the General aptitude like everyone, so you use the "One" matching aptitude line, so in order it would look like this:
--> 200 exp. for Known (lose penalty, +0 bonus), 400 for Trained (+10 bonus), 600 for Experienced (+20 bonus) and 800 for Veteran (+30).

Ogryn has both the Strength and General aptitudes, so he uses the "Two" matching aptitudes line, so in order it would look like this:
--> 100 exp. for Known (lose penalty, +0 bonus), 200 for Trained (+10 bonus), 300 for Experienced (+20 bonus) and 400 for Veteran (+30).
It also works that way when you want to boost Characteristics. Does that make things clear? I could provide more examples.
