I consider having a high number of healthy, happy, well-fed idlers to be "winning" Dwarf Fortress. :)

This idea of having everyone cycle in and out of military, patrol, and civilian duties is interesting. I may copy your burrow system, but the cycles are a bit extreme for me. Maybe not everyone gets put up on one, except in certain challenge settings. It must be a nightmare getting everyone equipped too.
