Fell Mood failed

Long story short, most of my fort of 165 died to thirst, the rest were taken by insanity, including a ton of Berserks.  so this guy gets a fell mood, claims a tannery...then does nothing.  I had about 25 dorfs left not including him, so he seriously couldn't find someone to use for his project?  Anyone else ever see a fell mood fail?

I had a previous one happen with no problem, resulting in a Dwarf Bone bin.  BTW, the fort is recovering now.  More Fun will ensue!

Fell moods not only need Dwarfs etc exclusively.
Maybe he wanted some gem or something else you had nto at hand.

I had every variety of everything damn near, and since I had no indicator of whatever else he wanted, I didn't know what else it might be.  He just ran in circles like he was looking for a dwarf.

Are you sure it was a fell mood, and not a macabre mood? Those can require skulls, skeletons, or vermin remains.

Yup.  He did this:

looses a roaring laughter, fell and terrible! which according to the wiki is a Fell Mood for sure

as opposed to this:

begins to stalk and brood... which is Macabre

so it's really weird!  He just ran around in circles through the area, didn't stand around flashing.  Probably just a momentary quirk.

Is the mooded dwarf in a burrow? Burrows can conflict with moods in that if there is something outside of the burrow that they need, they'll just sit in the workshop.

Is the mooded dwarf in a burrow? Burrows can conflict with moods in that if there is something outside of the burrow that they need, they'll just sit in the workshop.

No burrow!  I forgot to mention that. everything was accessible, and no one and nothing was in a burrow.  Now, I did notice that one dwarf had fallen into the water in the cavern once I'd breached it... do they get a certain dwarf in mind when this happens? If so, that might have been it.  He waned Urist McDrowned and no one else would do.
