Actually, have you considered than 100 in strategy may not mean "We're the reincarnation on Sun Tzu and Gengis Khan ine ONE BODY!!", but "We're as good as a 15-year old that never served or saw a battlefield and couldn't tell a gun from a sword 7 months ago is going to get"? We're not Napoleon, we're a teen that took Strategy 101.

And they might have real generals.

Go to court. She'll wind up Angry, which is good (she can then brush up on Logistics and whatever else), and won't crank up Willful all the way again, which is useless. If you like, imagine her yelling at courtiers.

I think we did a bit more than take "Strategy 101". We've literally bathed Eldodie in strategic matter. I dare them to throw us up against something we don't know how to handle. While she may not be Sun Tzu, she certainly can become him eventually for how brilliant she has become in the world of military conquest.

Geez, this is a terrible choice with a terrible justification. She's already willful, she doesn't need to get more willful. Think about what skills you want to train in preparation for the war, and pick something that will give bonuses for that.
