Right, Listen up Lads. There's been reports of some new players in the underground. They're efficient, organized, and on their way to become, an Evil Genius.

In the midst of the Cold war, a new threat has arisen. An megalomaniacal madman, intending to take over the world for his own malicious purposes. The only thing standing behind him and total world domination are the 5 Justice organizations. SABRE, protecting democratic Europe and the majority of the commonwealth; PATRIOT, responsible for the defense of the US, and her allies overseas. Additionally, HAMMER, responsible for the defense of the Communistic block, and ANVIL, their Asian counterpart. The remainder of the independent countries have United themselves in SMASH, which has holdings over 4 major continents.

The New York sewers are quite expansive. But still, not the best place to do your research in. A more fitting laboratory will have to be constructed, and a few locations are in mind.
A: A disused overflow installation. Large and expansive, but not easy to secure. Not to mention that they might try to reuse it, flooding your base with sewage.
B: An old and disused metrostation. Fairly small, but has multiple easy acces points.
C: Dig it out yourself: Expensive, but much more freedom.
