Its a .rar, and can be extracted with winrar, 7zip or any other unpacking program. Both of them are free.

You are saying you can only use .zip with Winzip?

Can you give any reason as to how you cant install them? They run on any platform, on any PC, are small in filesize, freely available online and... wtf, I dont even...

Sounds like you might have some nasty malware or spyware.  I'd work on trying to hunt that down.  I've had malware in the past that would prevent certain file types from working.  Unless your windows installation is really screwed up there shouldn't be anything that would stop these files from working.
