My broker was stuck in a drop-off inaccessible loop and I can't figure out why...

- He is holding a Dwarven Wine pot full of Dwarven Wine
- I have a stockpile next to him ready to accept Dwarven Wine, Prepared food with both maxxed barrels and pots and plenty of space
- He is not assigned to any burrow

I ended up resolving it by marking the pot as forbidden and dump and he went right off to dump it but I'm trying to work out why this might have happened.  When it started he was literally STANDING in the stockpile.  Could it have been that someone else dropped a pot where he was planning on dropping this pot? (I noticed there was a fish barrel on the square he was standing before I moved the pile in my attempts to resolve this).
