There are apparently additional moderators on two boards - Kurtulmak on the Slaves to Armok board and Jonathan S. Fox on the Curses board.
JSF is the guy in charge of LCS, and so I think he is neatly restricted to that area. As for the Kobold God, I think it's safe to say that he is not the sort to do such menial work as smite spammers.

I'm just trying to stop this from happening:
We've talked about this to death before and the ultimate conclusion was we couldn't do jack shit except ignore them, unless Toady implemented some kind of anti-spambot feature into the forums, which really isn't going to happen.

It's an issue that's been heavily discussed before on these forums, as Bdthemag pointed out, and I don't want it to turn into just another thread about it and have people jump on and resume old arguments, so I would like to avoid all discussion about that and just have this thread serve as a repository.

Yeah, I think that JSF was made an admin so that, like Darvi said, he could sticky his stuff and make it clear that he is officially the one running it now.
Kurtulmak is only admin of Slaves to Armok, and since it's been permalocked by Toady, it's irrelevant now.
