Question guard for locations of all the sewer outlets, and get to work plugging them up as long as a fighter-type or two will go with me so I don't get attacked while alone.

Ah, conversing with NPC's? New mechanic time! Conversing will NOT REQUIRE A TURN.
The guard replies-
"W...w...well, maam... You see... we designed these sewers very efficiently. We have floodgates all over... and the control room with all the levers is down there.... and.... they sorta live in the control room. They could easily block it"

AKA: You have to fight to complete quests- sometimes, there are alternate solutions, but usually not.
