Ok, here is what it looks like

Character:

Two Headed Dragon (/w photo shopped beard)

Race: Elves (personally my favorite race, they work different than the others because all of their units are more expensive, but a lot more powerful, so small army of elites, rather than hordes. Basically the opposite of the Monsters.)

Farmer (3) (faster food production)
Treasury (1) (start with some gold)
Clean the Lands (2) (Since we aren't playing Armageddon mode, I've found this to be not as useful in normal games.)
Create Artifact (3) (If we take this, we need to be sure to get hero units as soon as possible)
Summon Imps (3)
Lesser Heal (1)

We only get 10 points, so we can't take all of these.

Other perks that assist in gold and magic:

Mana Vault (2) (start with some mana)
Magnate and Trader (both 4) (bonus gold production)
Researcher (4) (faster spell learning)
Conjurer (4) (faster mana production)
Archmage (4) (spells take less time to cast)
Academic (5) (Also faster spell learning)

Somewhat less focused on gold, Elven Relatives (4) will give you a Elven Village resource near your starting city, that can be upgraded into a casino for more gold. Or as a Elven Retreat for some advanced archer units early in the game.
(Elven Villages are Ardanian Elves, the playable Elves are Irethi Elves, unfortunately there are no unique special interactions between the two.)
EDIT: Bluerobin mentioned the Elven Relatives as I was typing that.

I'm not exactly sure how a dragon gets elven relatives, but we may as well exploit them, eh?

The moment the lever was pulled, somebody's pet kitten stepped onto the bridge. I read somewhere that if a cat falls more than 11 stories, it instinctively flares its legs out to increase air resistance. This slows it down enough to stick the landing with relatively minor injuries. In Dwarf Fortress, apparently, cats don't do that.

Speaking of Protoss, the Irethi Elves in this game get flying ships that look like spaceships.
It's their siege weapon.

I'm changing my action to become a wizard of Construction. Later on I'll become a wizard of robotics.

I KEEP DOING THAT TODAY.

Also, I shall assume the mantle of LP fanartist. You can expect some top-quality depictions of events.

Ok, so far it looks like the votes point toward getting the Farmer perk and the Elven Relatives perk, and playing as the Elves.
That leaves 3 points left over, so what do we fill it with?

Here's the stuff that we could afford that I mentioned earlier:

Treasury (1) (start with some gold)
Clean the Lands (2) (Since we aren't playing Armageddon mode, I've found this to be not as useful in normal games.)
Create Artifact (3) (If we take this, we need to be sure to get hero units as soon as possible)

Also, Artifact. I would say Imps, but hero units sounds way cool.

Artifact!

Balance wise, artifacts is probably one of the best spells you can have. Since empowering heroes is quite powerful.

They also show the game's weakness in balance more then anything else. I am not going to mince words here, the elves are the best race and I don't think there is much that could convince me otherwise. The thing is that "Small and cheap" doesn't cut it because a unit "Twice as good" as another unit is worth many times more then "two" of them.

Now if Elves were only just really powerful and could easily take down every other race in the game with relative ease... they would be pretty overpowered. Heck some of their units put high level summons to shame.

What sends them over the edge to broken town is their research upgrades. In fact that is their gimmick: Humans are money, Goblins are Food, Undead is Mana, and Elves are research. Nothing comes close to how much research Elves generate, they can research circles around you and better yet they don't "pay" for it (Great for getting the research victory). They are quite competent at generating their own mana, gold, and food. When you are first learning fireball, the Elves already are summoning dragons.
