Expand list of crimes dwarves can be convicted of

Why should nobles be the only ones who can punish dwarves for minor slights? My broker spent a month on break while the humans sat at the depot with the blueprints I needed. I want to be able to sentence her to two years in the dungeon. All the mechanics are already in place, the only obstacle is the fact that no one's committed a crime in my fortress that I can convict her of.

There's a discussion here for a better crime system and here for a better justice system.

The following acts are already criminal:
* Violation of Production Order - failing to produce items mandated by a noble.
* Violation of Export Prohibition - selling items to a caravan which a noble forbade exporting.
* Violation of Job Order - failing to complete guild jobs mandated by the mayor (currently does not happen).
* Conspiracy to Slow Labor - unknown (could mean strike by disgruntled wokers)
* Murder - killing a fellow dwarf or a tame animal. Alternatively, being caught sucking blood out of another dwarf.
* Disorderly Conduct - attacking another dwarf while throwing a tantrum.
* Building destruction - destroying a building during a tantrum.
* Vandalism - toppling furniture or doors during a tantrum.

We could add the following:
* Theft: unlawfully take the property of another
** Robbery: theft accompagned by violence
* Treason: rebellion or adhering to the fortress's ennemies
* Embezzlement: Manager pocketing fortress's goods
* Desertion: soldier leaving during fighting
* Mutiny: rebellion by soldiers (and, in the future, sailors)
* Murder: limited to killing a fellow dwarf or an allied sentient being; ennemies and POWs will not be included in the definition.
* Unlawfully killing an animal: assimilated to Vandalism
* Not paying taxes
* Assault: include blood-sucking another dwarf

The following penalties would be available:
* Death by torture (stake, burning, quartering et al.)
* Death without torture (hanging, beheading, garroting and in mods situated in the future, electrocution, gas chamber or firing squad)
* Prison (wasn't really an option of punishment until the XIXst) with or without hard labor
* Whipping (with whips or an hammer)
* Fines
* Branding

Dwarves consider any kind of torture unthinkable, so before we get some sort of ethic variations between different civs that prolly won't happen in fort mode. As for other types of punishment, dwarves already stick to hammering both for executions and punishment, which I feel is kind of fitting tbh. We just need it to be a bit more sensitive in deciding whether to go for the head or not depending on the severity of the crime. That and some differentiation on which crimes leads to imprisonment or hammering. I'd say it'd be fairly natural to draw the line depending on the severity, minor crimes such as violating some sort of work order would give some time in the dungeon. Violent crimes would give a good hammering and possibly dungeon time as well, unless it's a fatal hammering for say murder or treason.

The thing is, if you imprisoned your broker there would be no real objective other than just to punish them. The punishment would accomplish nothing other than satisfy your desire to get back at the broker, but the broker isn't going to be any less likely to take a break afterwards. The way punishment for crimes should work is that if a Dwarf is punished for negligence then they would be less likely to be negligent in the future. If they get away with it, they would be negligent more often.

For instance if a dwarf kills another dwarf in a tantrum and they get away with it, perhaps that dwarf will be more likely to kill another dwarf when they have another tantrum, or other dwarves will follow suit because they know they won't really get punished for it.

Beard shaved (I believe this one is already planned)

Would be nice to have some penalties for violating production orders that aren't counterproductive to fulfilling future mandates (as in the case with craftsdwarves being imprisoned or suffering severe injuries.)

I was imagining dwarves getting their kneecaps broken if they couldn't pay the fine. :P

Or debter's prison.

Unpaid labor works. More varieties to keep things interesting.

I think that a lot of new crimes would require either a personality rewrite (currently in the works according to Toady) and/or reimplementation of a more balanced dwarven economy. Without an economy there would be no need for crimes like theft, and without a personality rewrite there would be no unruly dwarves brawling over slights. That said, I think that a more in-depth system of crime and punishment would be good.
As for punishment: the current system has beating by guard (technically lowest), imprisonment, and hammering, at least to my knowledge. Unfortunately, guards won't put down their weapons when beating civilians, which causes them to be lethal unless the guard in question has a wooden weapon, once that is fixed, the current system could stand on it's own until a more detailed system was implemented.

Non-lethal combat is coming in the next release, including different levels of brutality used from horseplay to no quarter with a few levels in between. So that part should hopefully be easily fixed shortly.
