Perhaps Kore counting as "good" is simply in relation to the vast majority of beings, which are so evil it's impossible for mortals to comprehend.

It sounds to me like the axe is designed to break itself as it goes through the summoning process. Maybe Big Ears just picked it up when it was 95% completed and now we're at like 98%. When he got the axe he noticed that the seal was weak - maybe he was wrong assuming this was because Saral Caine was using it for evil.
