Are some of the goblins trapped in your first line of cages?  Goblins will continue to follow their leader, even if he cannot move.

Is your fort open to the outside?  If it's blocked off goblins will not path down your stairs simply to meet a raised drawbridge.  The need an incentive.  I'd recommend tasty water buffalo/elf prisoner chained behind your line of traps.

It's probably this...if they're all milling around your first row of traps, the sergeant leading them (elite lasher or crossbowgoblin or something) is probably stuck in the cage and they're holding station.  They'll eventually give up the siege and leave...if you feel like some !!!!FUN!!!! you can bum rush them with conscripts and see if you can kill a couple and drive them off sooner.
