Pretty much every single thing in this patch is huge.

Not quite true. He could move faster if he got a eul's (+104) or active phasing from boots (+35), and faster still if he got haste (no clue how much, or even if it would have any effect when he goes past 522).

Haste sets your speed at 522. It makes him slower.

It seems to be implied that it will give him the MS bonus even past 522.

If that is the case, then max movespeed should be 1794 (assuming haste works like the other MS bonuses, and tacks on with them).
EDIT: With just treads, a single stack on thirst, and haste, bloodseeker will have 820 MS.
EDIT2: With just treads, a single level 1 stack on thirst, and haste, bloodseeker will have 745 MS.

I believe that the game usually treats every single Meepo like a separate hero.
So unless they added a special case for Meepo, then every Meepo would indeed count as a separate hero.
So assuming it was you VS 5 Meepos with ulti stick (all below 50% health), your max move speed would be 4210 with haste.

Ah, also forgot, this change has some huge implications:

  • Pulling is now harder. You need, I think, a triple stack of easy creeps to kill the lane. Or you need to pull through successfully.
  • Pulling is less valuable. Small camps don't give nearly as much gold/XP as medium camps. Even if you're pulling through, many of the other jungle creeps have reduced XP bounties.
  • Jungling is less useful for heroes that rely on the small camp (Lycan, Lifestealer) - you'd have to farm the pull camp, which will screw over your safelane.
  • Radiant no longer has the mid-lane flash-farm advantage. No longer can Radiant Shadowfiends flash-farm the small camp for souls.

Also, don't forget:

So, safelanes have been weakened considerably, offlane is less disadvantageous, jungling is less appealing. Looks like Icefrog is trying to force more people into lane at level 1. I have to say, in the current patch, if pros ran mirrored safelanes the early game was often a boring farm-fest... maybe this'll change with these tweaks.

Hey guys, you remember those player cards form way back when during the international?
Anyone need any of those? I have like, over 200 collected, and I can't sell them really for the price I want, so, I'm willing to let them go cheap here, hell, even free if you can prove you need them to get a something.

The Buttrider's (sic!) nerf is huge. But will it really stop him from being picked in pro games? People will still go jungle bat with just as much effectiveness. All that the patch did is crushing him when it comes to Pub usage.

At the same time getting Scepter on Rubick sounds completely insane now! 4300 that turns you into a god. Expect a lot of Rampages from Rubicks with Ahgs. (Mid?)

Overall i dislike this patch, as it reduces the effectiveness of heroes that were already situational, and ruins junglers. Pooling impossible, pulling made much more difficult AND pointless as enemies get XP too.. Let's go duo-lanes and forget the jungle? It also creates new pubstomp, BS heroes.

..And motherfucking blink Pudge.

What scares me the most is the ability for radiant to double pull while dire lacks it, double pulling its not hard so its totaly feasible for one side to pull while a pain to the other.

lemon: go into a bot game. Get bloodseeker. Spawn 5 enemies and get them below 50% hp.

Get a haste rune.

It will put you at 522 speed. Dota 2 is coded so that haste rune just straight up sets your speed to 522. I don't know if they're going to change it but that's what happens right now.
