So I captured a CCS lieutenant, he's got pretty good weapon handling skills, should I keep him as a soldier or send him out to be a sleeper? What will having a sleeper CCS lieutenant do?

I would imagine at the very least alert you to CCS raids.

Since the CCS Boss mobs in previous versions could steal the Backer List, I should think the Lieutenants ought to be able to do so too.  Make xem a Sleeper and have xem snoop for information; it checks at the end of each month.

The backer list is a very powerful thing. But if you've taken out 2 CCS safehouses already and are up against the boss. You might as well kill him to end the CCS instead of making him a sleeper and trying to end the CCS that way.

Backer's list is when they are generally wrecking shit and you are unable to deal with the second. Then it is a very powerful trump card.

Honestly I start training up someone in disguise and computers right away, and get the backer's list shortly after the CCS decide to exist.

One of these days I should consider taking their safehouses for my own though. But I'm not very accustomed to finding them.

Typically if you've got a CCS to go out with you it'll show their Real Job in the dating window.  no need to keep dating, let alone datenap, genuine Rednecks.
