Your Jarate is available yes. It has been for a while. I forgot to keep charging it. But yeah, it's up. I assume you want to throw it at Enigmatichat at any rate.

In this game, Jarate, Bonk!, Invisiwatches and other equipment that depends on a charge meter is generally categorized as "Item", meaning that it can be used without being equipped. Everything that is marked with a plus sign in the Google doc belongs to this category.

Tip: Scouts can move 5 squares per turn (and even hover above pits for a turn, if they declare a Double Jump). Sometimes they have reasons not to, but just sayin'.

While we're waiting, I have a question. Are actions of the form "Move to within N squares of enemy X. Attack X." acceptable? I imagine that without that kind of action, shotgun and melee attacks will have a low effective success rate.

No. If you're trying to melee someone to death if they win initiative and move then they've dodged your attack. Similar to how it works in game. Sorry mate. Might change that later on though.
