I could suggest a power or two if you need them. Villain or hero.

I've determined that there are about 30 heroes on the Protectorate and Wards teams alone. I have got a single Ward and most of the local Guild members. I'd appreciate help anyone could give me.

Shit son, that's a lot of people. A little many, don't you think?

I'm not going to stat them all out before the game!
And, well, Toronto's the fifth biggest city in America.

Additionally, the powers presented in Rumble could be a source of inspiration.

X developed the talent to confuse the strategies of an adversary. Sadly, X is infamous for being confused.

My god.

G inherited all the powers and talents of a penguin. Sadly, G becomes sticky in the presence of air.

Maybe a bit underpowered.

Okay, this one actually sounds badass:
G wields a venomous tentacle made from magic. Sadly, G is especially vulnerable to adamantium-based attacks.

V has mastered the ability to transform any turtle into rock. Tragically, V endures the burden of being unlucky.

W has been known to sculpt and mold all titanium with a thought. Tragically, W becomes insane in the presence of shadow.

Y has mastered the ability to confuse the emotions of a foe, but never when concentrating. Tragically, Y is especially vulnerable to cloth-based attacks.

Z has learned to make dwarves appear from nowhere. Sadly, Z is infamous for being foolish.
...
Put Z in the game. NOW!
