The healers in Toronto have their hands full. Eventually, all surviving capes are brought back to full health, and most are sent back home. The rest are either locals or dead. A monument for the latter is planned, and will consist of a blue circular wall, with the names of the thirty-odd capes who gave their lives inscribed on the inside.
The Protectorate lost some good heroes: All but Momentum, Phantasm, and Slither were both slain by Naga. So was Tinkerwreck of the Guild, Bullhit of the Wards, plus nearly all of the independent heroes, several villains, and several out-of-towners. Few capes showed, and damage to the town was on a level almost unheard of, while the casualty rate of the capes was higher than it had been in a long time. Capes around the world had gotten complacent after some easy Terror attacks; this tragedy should help snap them out of it. But for now, there is talk of the Seven's remaining four members joining the Protectorate (or Wards, for Bullet Girl), and hopes of recruiting the two surviving independents as well.
As for the villains...they lost some members as well. The Lilies were hit the hardest, although they are technically heroes. The two surviving members seem to be recruiting, although they are having a fair number of arguments. Herbicide is suffering from losing its leader once more; it may break up into smaller gangs, be absorbed into another group, or determine a new leader who will once more overhaul the whole group. Rumors suggest that Apokryfi and the Islanders are also seeking to replace their lost members, as may be the last of the Deadly Four. The Bones, the Bloody Guts, and the Rats are doing well, unfortunately, since their members were absent at the confrontation and their territories relatively untouched. The Shadow Strikers were more-affected, due to their home turf being more flooded by Naga, but they are more open about their activities.
Past the cape scene, things are changing. Buildings were destroyed, streets flooded, the whole nine yards. Naturally, thousands, probably hundreds of thousands, of people are leaving Toronto. Between the deaths caused by Naga and the evacuations, Toronto's population may have decreased by a million by the time a week passes from the attack. Businesses are closed, supplies are being brought in, the inevitable debates over the possibility of abandoning the city commence. It is time for the heroes to take action, to show that the city is still safe.

Elena was torn, confused by what she saw. What was this thing in the heads of Selina, and of capes from around the region, that had taken even the mind of Zion? No other heroes in Toronto, save Selina, had the presence in their thoughts and feelings, but...what should she do? Who could she tell?
Just as importantly, the Wards were in a good bit of chaos. Half of the Protectorate was dead, which meant that patrols for the Wards had to be massively increased. Moreover,
Gus was dead, as was everyone in
Jesse's family,
Leonor's mother, and both of
Sue's parents. In case all of this wasn't enough,
Ines was retreating into her own head, not talking so much. The Wards' psychiatrist decided that the best remedy would be to reduce her workload, meaning that others got hit with that much more patrols and paperwork. Not a good time for the team.
Steven sighed. He had a moment of glory, being flung at Naga's side a few times, hitting once...maybe twice. Now, he has a chance to join the heroes. All he has to do is fill out some paperwork and agree to some parole conditions--basically, follow the law, don't cause trouble, check in frequently when you're not at HQ or accompanied by another hero.
Tabitha was devastated. Her life's work was destroyed. Sure, most of the data was backed up on the PRT's off-site servers, but...well, she lost most of the work of the last few days. It takes a lot of bandwidth to back up the tinker designs, and most of the bandwidth for backing up files was spent on things less massive and likely to change by the next evening, like the files on the Bones and other such threats. She could still remember a lot of the principles, had some notes on paper, and some stuff was surely backed up...but, overall, she was back to behind where she was right after that massive burst of effort. Worse, her laboratory was basically wrecked, so she couldn't really test the designs...or easily rebuild the old ones, either.
On what could be construed as a bright side, if she wanted to begin work a hero, she would be admitted, pretty much without any issues.
Selina rested a lot. She had to deal with quite a bit. On one hand, she didn't have to worry about where she would eat or sleep; on the other hand, she--and the other Wards, of course, but she wasn't used to it--had patrols pretty much every day, plus good amounts of paperwork; plus, Selina had to deal with parole conditions and the other her, the murderous one,
and tensions were rising amongst the team. Overall, it's a bad time to be learning the ropes.
Matthew, alias Aquarius, was lucky to come out of this alive and unharmed...mostly. Physically, he was fine. Mentally? Well, his sister was hospitalized, nearly dead. He saw others die, crushed or drowned. [14] And, the more he thought about it, the more certain he was...he should have died at some point in the battle, or at least been injured much worse. It was like Naga spared his life. He was glad about this, but couldn't help but be suspicious...
He also saw advertisements of various kinds, encouraging surviving or newly-triggered parahumans to sign up to join the Protectorate or Wards. He considers joining; they need all the help he can get, and it would probably pay more than his current job.
Kevin awoke, coughing. Soon, he was back on his feet and in good working order. He was soon discharged, with an offer to join the Protectorate. Realizing that nearly all of the independent heroes of Toronto were dead kind of startled him; it wasn't surprising, per se, but it certainly left an impression on him. In case that wasn't enough, Kevin's house was also in one of the more devastated areas.
