Well nobody actually listens to me either way so it makes no difference.
I am trying to. Please also react to criticism and accept it if it's valid. [Note that this should not mean that you did not do so in the past, it's just something I wanted to add.]

@UR: I like it, now. The addition of defensive armament should mean that it will remain viable for a longer time.

But wouldn't, from a resource perspective, the deployment of other ships as scouts make more sense? After all, ships already include the anti-air armament with the target of an attack, meaning you don't necessarily need to warn them, especially as the Osprey has to get closer towards them and therefore into the AA range.

Now, on the question of a new fighter: Should we update the Sparrow this turn, or should we design both a new engine and a new fighter? Or only the latter?

Design a new engine and a new fighter.

The Sparrow has already shown it can not match the lightning and it's doubtful we could change that without completely rebuilding it from the ground up, it makes more sense to make a new plane using the very best specs we can give it rather then upgrade what we've got with limited success.

Or better, do both. Devote a small team to finding ways to enhance the Sparrow while we make a new fighter from scratch to surpass it.

While I'd like to have new fighter, I think we need that large team for the bomber,  We heavy bomber factory, we have navigation beams so medium project upgrading sparrows is what we should try to do

Also, what about designing a new depthcharge or better, hedgehogs?

We have 4 small teams now so we could break it down.

1 small team on enhancing the sparrow, 1 on the new engine, 1 on a new frame.

Then use the results of this turn next turn with a large team to finish the design.
Use the small with 2 aero specialist to enhance the sparrow to keep it in the running until we can phase it out.

Having two small teams work on improving sparrows in different ways (one making brand new engine for it, another working on aerodynamics\more weapons\better handling) is a very interesting idea in fact. One that I support very much and will vote for both proposals

But I dislike doing half on new fighter designed by a small team without specialists, that's a way to get flaws in design, that should be done in the next turn by our pros, after we'll get a bomber I'll 99.9999% will vote for a new fighter unless modified sparrow will be great enough (not that likely)

Well devote the 2 best small teams then but don't devote them to sparrow upgrades itself devote them to a new engine and new aero on it's own. We can edit it slightly to fit the sparrow afterwards and use it as a platform to build a new fighter around.

I do want to stress size though, we want to make it as small as is possible to maximize the aerodynamics and agility of it, we can't match speed with 1 engine but we can make it a bloody pain in the ass for the enemy to hit.

Sorry, I see no benefits of 50% designed airframe that very well may be flawed...

Also, I believe that Sparrow is far from it's modernization ceiling, a lot can be done to upgrade it significantly

I'd like to avoid overdone compartimentaliation. Though well, you can assign a large project to a medium team, it just means that most likely it won't be finished.

Nope:P Aero team works on bomber

Because really, my bombing plan had four parts

1) Get high attitude engine
2) Get radio navigation
3) Build bombers factory
4) Design bombers

It's strange to not get bombers when 3\4ths of the plan is done...
We can maintain status quo in the air with sparrows by expanding production

OK, I understood that you want a new fighter. Go on and propose one.  Try to make people vote for it. What is your problem here?

How about this:
Beta team designs the bomber using the high-altitude engine.
One of the smaller teams designs a new engine, if necessary incompatible with the Sparrow, to next turn be used in a new fighter.
One of the other small teams looks for improvements for the Sparrow. How about mounting another one or two machine guns, for example?
