Because the game description classifies tower shield as a wooden shield, not a metal one. I do not see why you should heavily bend the properties to fit your fantasy. The pathfinder WOODEN tower shield is already very heavy. If you are using a metal one, do we double the weight? Could you even carry it, nevermind lift in one hand?
Your linked shield is a
medium round shield - if you base yourself on hoplites, then then that's what they have used. How do you expect to fight using a ROUND tower shield? Tower shields are
rectangular for a reason.
I see no problem with making that tower shield out of mithral, even if tower shields in pathfinder are wooden.
Unless Kangur's shield was made out of wood, which means mithral would be even heavier and therefore pointless.
But IIRC my Greek myth and my Illiad, it was some mishmash of wood, leather and bronze.
Problem is, Remuthra is confusing what a tower shield is with what the greek have employed. They are completely different in use, tactics and SIZE.
Furthermore, material rules specify: "Items not primarily of metal are not meaningfully affected by being partially made of mithral".
