Improvements are made on the Naval Cannon. It's barrel and structure are reinforced, and partly redesigned. New test fires are more successful than the last, and the gun is now significantly more accurate than it used to be. It's tendency to explode has also been resolved, and the added improvements have made it remarkably durable.
Similar improvements have been made to the Revolutionary Rifle. While still somewhat fragile compared to the Mosin Nagant, it should function a lot better.

Work on the Heavy machine progresses fast. It's portable, but still fairly heavy despite it's air-cooled systems. It's heavy caliber give it a very good range and accuracy, making it ideal for mounting on vehicles or other fortified positions. The fairly heavy round can reliably puncture light armor (5-10 mm) on a direct hit at short range, and occasionally penetrate even thicker armor. It remains deadly even at long range. It's incapable of sustained firing.

Our engineers also deliver a simple, man portable Light machine gun. It's has a deployable tripod, and it's slightly more compact, but lacks the range and armor penetration of it's larger cousin.

Other engineers spent the entirety of their time to improve our truck's engine. It used to run on an older petrol fed model, which has now been reengineered for increased fuel efficiency, reliability and power. The result is a fairly powerful and remarkably efficient engine, which will likely serve us for quite a few years to come. It's power to weight ratio is also quite high.

A new truck factory has been constructed, which will be producing our new trucks. Roughly half the amount of produced trucks will be given to the people, in order to increase domestic production.

The Destroyer suck in our harbor has been removed and refitted. It's now a valuable asset to our fleet. The clearing of this obstruction allowed us to repair the dry-dock, and expand our dockyard to 1000 tons. Without uses for them, the government is however unwilling to invest further.

An academy has been constructed, allowing us to specialize teams. That team will be unavailable for an entire year, however.


Tensions between [Insert Motherland name here] and [Insert country name here] have risen. The country has decided to harbor our displaced oppressors, and covets our riches.
While our mainland shares no land border with them, we do have sovereignty over a few island for their coast. Local troops have been reinforced. The government fears they're planning an attack on Crow's Isle, threatening our nations Gold supply. It's expected that [Yet another name here] will remain neutral, due to tensions between the two countries. Therefore, we don't have to fear a major land invasion yet. Most likely, the attack will come over sea.

We have acquired a few scout planes from [Insert other nation's name here], which are now scouting our naval waters. A few [First nation here] ships have been detected probing the waters, but they left immediately upon sighting our craft. No further incursions have been detected.

Amidst these tensions, a new engineering team has been assigned to our Bureau.

I am little confused... Our heavy naval cannon is 160mm or 120mm?

160 mm. It's a modification of the old one.

A few (mechanics) questions before I propose things:
- The drydock can build ships, but is slower, right?
- How many factories can we build per turn?
- Is the truck currently produced the one refitted with the new engine, or do we need to refit it ourselves?
- Can you give us a few more details about the scout planes? Engine and armament, for example.

My current idea would be to fortificate Crow's Isle using the new naval cannon, as we cannot field a new ship before next year anyways.
In the meantime, designing a 2500t vessel and new planes would be my main priority.

-Yup.
-Depends on circumstances. During peacetime, you won't have much factories. During wartime, production might accelerate significantly.
-It has been refitted.
-No armament, 150 kw gas engine, duo wing plane.

2. Design light cruiser Protector
Displacement: 2500t
Tonnage Allocations:
1000: tons steam propulsion
640: tons cruiser parts
200 tons: "all or nothing" armor
75 tons: anti torpedo armor
375 tons (3 single heavy naval 160mm cannons, 1 aft, 2 bow )
50 tons (10 40mm guns on sides (should we adopt new, heavier 40mm guns, without major flaws, use them instead while reducing quantity of guns)
50 tons (quad 15mm machineguns placed all over the ship)

Designed with a speed in mind this ship is intended for patrolling, harassment and  commerce raiding as well as acting as AA escort ship for the task group. In her commerce raider role she should be able to outrun any dangerous opposition but aircrafts that will be met with formidable wall of fire from numerous 40mm guns and machineguns. 

A. Start constructing fortifications on our border, armed with the new 160mm gun, 80mm gun and both of our machineguns
B. Build machinegun factory  to produce both machinegun models


Alpha. Send Design teams Epsilon to train as aviation specialists

All right, thank you. One addition: How many factories can we build currently, with the possible build-up due to Crow's island?

So, as I see it, we need several things at once: We need airplanes, we need ships, and we need defensive installations for land.
First, airplanes:
The scout airplanes are a basis we can improve from. We most definitely need a better engine for them. And, I would install two of the Project 2202 15mm machine guns as armament. So, necessary: Design engine, design plane.

Ships:
We have a 2500t dry dock and a 1000t dockyard. Therefore, our optimum production would use both. However, we only have capacities for one completely new design, which we'd need to be more than 1000t to make full use of our new naval cannon. (Probably, at least. You could cram one on a thousand ton design, but not much else.) Plus, as this will probably be our main ship for now, it should probably be able to fight against every threat.

Land-Based Defense:
We need defense against coastal landing parties, most of all. This requires both beach fortifications and anti-ship fortifications. For anti-ship ones I'd use the Project 2201 naval cannon. It's new, and better than anything we else we have. Building a factory for them will also supply our ships come next year.

So, main problem is: We can only design one new vehicle/ship. I believe the ship to be more important, as we will mostly fight a naval-based war ("our mainland shares no land border with them").
My ideas:
[Redacted as UR has posted one before that I like. Damn you! :P]
Proposal 3: Design a powerful aviation engine. If possible, continue from the Project 2206 truck engine. Probably not possible.
Proposal 4: Design a high-velocity, 40mm anti-aircraft gun.
Our current 40mm gun is hampered by the inability to elevate more than 50° and its quite slow firing rate. Improve the firing rate and the elevation, and it should provide much more useful than before.

Proposal C: Build a naval cannon factory.
This should produce fourty Project 2201 naval cannons per year that will, until a ship is designed and built, be installed in coastal fortifications.
Proposal D: Switch production from Mosin-Nagant to the Revolutionary Rifle.
It works, now.

Proposal Beta: Fortress Crow's Island: Send all produced Revolutionary Rifles to the Island to equip troops, as well as the squad portable machine guns. Concentrate proposal A's fortifications there, at first. Stockpile ammunition. Mine the waters around them.

It's fairly fuzzy overall. At the moment, you can still freely restrict factories, without running into internal supply troubles. ((OOC: 30 factories should be about were the country reaches it's limits, and stuff like food needs to be rationed to prevent shortage. Note: Number subject to change.))

If you want to, you can reorganize engineers. Nothing stopping you from merging two 5 man teams into a single 10 man team.

Note: Each of your design teams contains 5 or in case of a large team, 10 engineers.

Oh, great. Then I propose a plane which hopefully might use the knowledge gained from our import model:
Proposal 5: Crow recon biplane: Using the imported scout plane as a basis, design a very light recon biplane using the Project 2206 truck engine. Unarmoured, use wood (and canvas) where possible. Integrate radio. Armament secondary, if possible use one Project 2205 8mm LMG.
The idea is to have a recon biplane that is slow, extremely difficult to detect, reliable and able to land and start from a potato field. Why? Recon and more experience in aircraft design. One of similar role would be the soviet Po-2.

Beta: 10 novice engineers  (team to work on second priority large projects)
Gamma: 3 veteran engineers, 2 novice engineers(team to work on first priority medium or small projects)
Delta: 5 novice engineers  (team to work on the second priority medium or small projects)

We'll have a nice setup with 2 large teams and 2 medium teams, having the same 4 projects per turn, assuming that we send epsilon team to specialize

And one more large project, for alternative
6. Wasp gunboat
Tonnage: 40t
allocation:
10 tons: gunboat parts
5 tons: petrol engines
10 tons: unarmored 80mm gun + ammunition
3 tons: Machineguns
4 tons: Torpedo equipment (two torpedo tubes)
8 tons: four torpedoes

Coast defense craft designed to engage enemy fleets that dare to start amphibious landing. Not seaworthy, not incredibly fast  but good enough to defend our shores

I am not sure what is better for our current situation, Protector is more suited for offensive campaign, Wasp for defensive... Protector is more useful for long term, Wasp for short term
