2.1
Same as 2 except
1) Change name to Annihilator
2) Use mixed steam\diesel propulsion, with 1000t steam propulsion, 1500t diesel propulsion, with steam shaft(s) optimized for cruising, and diesel shaft(s) for combat use (but both still used in combat, of cause)
3) Save space and don't armor 80mm and 40mm mounts, unsure that this guns have mostly flak shells, equipped with AA sights and have anti-ship role only as secondary, last ditch option
4) Add more armor, be sure that ship has good torpedo belt
5) Have exactly 10,000ton to fit into new shipyard

5 , Wheed Whacker : A round mine with a pressure trigger that causes it to leap into the air at chest height and explode sending shrapnel in a 360 arc. Do not design if we get it from our soviet friends.

6, If our soviet friends refuse to trade us one then design an RPG using our experience with rockets, aim for high penetration and use a direction explosive.

Beta, request AT and AI mines from our soviet friends and an RPG if they have one.

Delta, request construction of a factory complex to devote to production of mines and rpg the moment we have a functioning design for them.

Proposal Epsilon: Warplan:  Day 1: Send off the naval assault force including available Herrings. Send off Cods with supplies, singly, to arrive as soon as possible.
Launch most of the Sparrows in a bid for air dominance, followed by the Ospreys. Their goal for now is to engage the enemy with much higher numbers, destroy most of the ones patrolling over Crow's Island then cover short bombing missions both against land and sea targets, then retreat again. Ospreys attack the enemy fleet as far as it's lying near Crow's Island. Repeat that until constant air superiority can be achieved.
Launch Albatross against enemy airfields, to arrive about an hour before the aerial attack. Crater the runway. This allows us to stop them reinforcing their planes. Any additional bombers (I don't know the number of enemy airfields) wait until the survivors land, then bomb them.
Day 2 or 3: The fleet arrives. Combat with the enemy fleet (hopefully, only a smaller number). Do another air superiority mission (including Albatross' airfield bombing), then concentrate all Ospreys on the enemy fleet.
Additionally, the Cods arrive with reinforcements.

Proposal 7: Design a new fighter engine with the same specs as last turn. (It does not have to be compatible dimension-wise with the Sparrow. High-altitude performance should be at least comparable to the advanced HA aircraft engine.)

Proposal 8: Trying to be Outrageous.

Mallard Escort seaplane: A bi-fuselage bi-engine long-range escort seaplane fighter. Using a pair of 800kW engine, Its main armament would be two pairs of 15mm cannons, converging at different distances to maximize chance of downing its opposite member. Sub-armament would include an array of drop tanks, bombs, rockets, depth charges, torpedoes, etc. Additional equipment included radio, radio navigation, landing aids, searchlights, etc. Enough space/capacity should be allowed for the future inclusion of an airborne radar. Design target: Long Range/airborne time, good rate of climb/acceleration, good top speed when diving.

Essentially trying to pack everything into one airframe and hope that it works.

Production B: Produce Sparrow III fighters with only 2 machine guns to conserve industrial capacity; refit Sparrow IIs into IIBs.
Production C: Produce 2 examples of the Balloon-freighter and 10 examples of the Seaplane, mainly as production commitments.
Production D: Research into, if possible build plants for, Coal Liquidfication.

Proposal 8.1: Throwing something else into the water!

Auk Patrol Seaplane Bomber: A simplified Mallard. A flying boat, featuring a large hull/fuselage, and two 800kW engines. Required features are large fuel tank (possibly inside wing), very good range, good cargo capacity, radio capacity, searchlight, low stall speed, and reasonable bombing capacity. Main weapons would be bombs or depth charges carried underwing or in the belly; sub-armaments would be drop tanks, and occasionally rockets. Self-defense limited to 15mm turrets each end. Can also be converted to a cargo plane, if needed.

9. Large naval diesel engine optimized for 1500t+ ships

10. Hunter refit
a) Remove some mines
b) Install sonar
c) Install hedgehogs
d) Try to increase speed and manuevrability further by fixing flaws\changing engine

11. Mule SPG
Remove turret, remove roof, put 40mm gun inside (it two tons, but with carriage. Without carriage it shouldn't slow the tankette too much and)  Switch production to it from mules (yep second part os production... but it's senseless without design )

Assuming we retake Crow's Island, we need additional fortifications here. Therefore,
Proposal E: Crow's Island refortification (only if we actually take it back): Install two installations of the newest RADAR on Crow's Island. Keep said RADAR updated. Ship new anti-aircraft, artillery and anti-naval guns to Crow's Island. Including, if naval superiority is achieved, several 320mm cannons in a convoy. Build one (or if enough space, several) airfields. Build new fortresses inside the old mines. Build, if achievable, a protected harbour only reachable submerged for unloading Cods.

Comments in the discussion thread are appreciated.

Posting my votes now, and adding a few more proposals already announced:
Proposal E.1 (counter): Only build two RADAR stations and the airfield(s). But include AA armament.
This is a counter to E for those that want a not-as-much defended Crow's Island due to us having naval superiority.

Proposal 12: Refine the 30mm autocannon.

Proposal F: Stop the production of pistols to be taken up again once less pistols then men remain. Instead, use that capacity to produce light machine guns.
We will need light machine guns for an eventual invasion, and this should give us a bit over 100 per year.
Proposal G: Once 1/4th of our army has been armed with SMGs, stop producing them. Instead, focus on Revolutionary Rifles and light machine guns.
My, personal, wish would be for most of the army armed with Revolutionary Rifles, supported by about 5-10% light machine guns and submachine guns used in more specific situations. With the current production rates, we reach 10k SMGs next turn, and then (with the changes above) would produce 300 light machine guns and 3000 rifles per year, meaning the complete armament program would end in less than four years at a thousand light machine guns and thirty thousand rifles.

Alpha.1: Instead, request a rocket expert.
I just don't have any better idea right now.

Voting for Designs 1,2,3,7,10,11,12
Voting for Productions A,B,F
Voting for Strategies Epsilon, Gamma, Eta and Mu.

Proposal Gamma: Automotive engineer:We could certainly stand to use one if we want to improve our armour
Proposal Eta: Upgrade the Academy: More specialists we have, the better.
Proposal Mu: Engineering team: Request another team from the government. If successful, merge with another small project team so that we have three available large project steams for use, allowing us to improve our military across the board, or vastly improve one part of it.
