Epsilon : Request that the enemy allow us to evacuate the islands within there territory safely in exchange we will allow them to take the islands without resistance. If they agree ask them to transport the population to the border between our lands to transfer to our own fleet. Relocate them on Crow Island. (( We're in no condition to defend them and they'll be lost before we have the forces to do so, so we lose nothing but can drastically reinforce Crow. ))

Proposal 13: Armoured Car (Large) Design an armoured car, by taking the Project 2206 truck engine (one should be far, far enough), and build an armoured vehicle from it. Put around 1.5 cm armour on the entire vehicle. Mount a Project 2202 15mm machine gun on it, with the addition of a turret ontop of the vehicle for the machine gun to be mounted on, so that the gunner has a much wider field of fire. Proposal also accepts variation in how the turret is powered, if powering it via the engine impacts performance too sharply. Vehicle chassis is also to be four-wheeled.

Proposal 14: Light Tank (Large) Design a new light tank. Specifics left up to the engineers to determine if we need more powerful engines to drive the chassis and such. The tank should ideally use a 40mm main gun.

Modifying Proposal Epsilon.1: If this doesn't work, declare them 'Open Islands' once they make moves to secure them. (With no resistance to be done by their militia)
